Circular of Sichuan Provincial Economic and Information Department and the Executive Committee of TWG 2025 Chengdu on Matters Concerning Radio Operation Management
This is to make public the following matters concerning radio operation management during the preparation and staging of The World Games 2025 Chengdu (hereinafter referred to as "TWG 2025 Chengdu"), to effectively maintain the order of airwaves in Chengdu and its surrounding areas and ensure the successful hosting of TWG 2025 Chengdu.
1. Domestic and overseas users who need to set up and use radio stations and radio transmitting equipment in the venues and special control areas shall submit an application for the "Radio Frequency License for The World Games 2025 Chengdu" (hereinafter referred to as the "Frequency License") via the official TWG 2025 Chengdu email address for frequency application (FrequencyApplication@theworldgames2025.com). If the foreign state leaders, foreign embassies and consulates in China, and other overseas users with diplomatic privileges and immunity need to use radio frequencies and radio transmitting equipment, they shall submit an application to the Radio Regulation Bureau of the Ministry of Industry and Information Technology (MIIT) for approval through diplomatic channels.
2. Users of the following devices are exempt from application: public mobile communication terminals (i.e., mobile phones), computer-embedded wireless network cards, laptops, tablet computers, remote car keys and camera wireless remote-control devices with a transmitting power of less than 2 mW, smart watches, smart bands, Bluetooth headsets and other devices (except for wireless microphones, cordless phones, wireless remote-control toys, and public intercoms) that meet the technical requirements for micro-power short-range radio transmitting equipment, and existing licensed radio stations and radio transmitting equipment in the venues and special control areas.
3. Users of the following devices are exempt from application, but shall file with the General Affairs Office of Chengdu ExCo via the official email address of TWG 2025 Chengdu before such devices are used in the venues and special control areas: large electronic screens, uninterruptible power supply (UPS), microwave heating devices with a rated power of 3 KW or above, and other non-radio equipment with radio radiation.
4. Users who have obtained the Frequency License shall bring the radio stations and radio transmitting equipment to the designated inspection point for inspection. The inspection time and place and the way to make an appointment will be released on the official website of TWG 2025 Chengdu later. For equipment inconvenient to move around, the user can make an appointment for on-site inspection. The radio stations and radio transmitting equipment that are qualified in the inspection shall be used in the venues and special control areas only when they are issued and tagged with the "Special Tag for Radio Transmitting Equipment of The World Games 2025 Chengdu". Such stations and equipment must be operated in accordance with the area, time and technical indicators specified in the Frequency License.
5. When the overseas users who need to set up and use radio stations or radio transmitting equipment in the venues and special control areas go through the temporary entry formalities for such stations and equipment, they shall provide the printed copies of the Frequency License and other necessary documents to the Customs of the People's Republic of China and re-ship them out of China in accordance with the regulations of the General Administration of Customs of the People's Republic of China.
6. When the radio stations and radio transmitting equipment set up and used according to laws in the venues and special control areas suffer from radio frequency interference (RFI), the organisation or individual concerned may make a RFI complaint with the General Affairs Office of Chengdu ExCo via the official email address of TWG 2025 Chengdu.
7. If the radio stations, radio transmitting equipment or non-radio equipment with radio radiation produce harmful interference, the owner or operator concerned shall act immediately to eliminate such interference.
8. The radio regulatory authority shall, according to the RFI complaint and other specific circumstances, oversee and check the use of radio frequency and is entitled to take the following measures:
a. Inspect, investigate and collect evidence on site;
b. Demand relevant materials and documents from the inspected organisation or individual;
c. Interview the party concerned and witnesses and make a written record of inquiries;
d. Take necessary technical measures to block the unlicensed radio transmission;
e. Close or seal up the radio stations illegally set up or used, or confiscate the radio transmitting equipment.
9. For anyone who sets up and uses radio stations or radio transmitting equipment without the approval of the radio regulatory authority, and has thus seriously affected the frequency use of TWG 2025 Chengdu, he/she shall be held accountable according to law.
10. This Circular shall be implemented as of the date of issuance, and expire upon the end of TWG 2025 Chengdu.
